Besides 'normal' Scouting that is most times on the 'dry' the Netherlands have many groups that are active on the water, called water-scouting.
Material
Most groups have boats that are specially designed for Scouting: Lelievletten. Beside the Lelievletten other types are used such as Juniorvletten (small Lelievlet), 16 m^2 or BM (dutch sailing-boats).
Lelievletten are multifunctional boats which can be used for rowing and some other activities, but more important sailing.
For learning sailing there is a special education-system called CWO (or MBL), that consistst of different levels (beginner, advanced, instructor, ..), an important part in the system is safety.
Next to the sailingboats some groups have also motorboats for towing or assistance during sailing.

Most groups sail on (small) lakes, canals or rivers in the neighbourhood.
During camps (in the summer) greater distances are crossed to sail on different waters.
On these camps groups can meet each other and can have a sailing contest for instance.
Groups
Watergroups have groups based on age (just as on the 'dry').
| Ages | Dutch name | In English |
| 7-10 | Dolfijnen | dolphins (junior-waterscouts) |
| 11-14 | Zeeverkenners | waterscouts |
| 15-17 | Wilde Vaart | water explorers (water venture scouts) |
| 18-21 | Loodsen | water rovers |
Uniform
The colour of the uniforms on the 'dry' of different agegroups have different colours,
but all agegroups on the water have uniforms with a dark blue colour and of course a
neckerchief which differ from group to group.
The difference between agegroups can be seen on the agegroup-sign on the chest.
The educational system for sailing (CWO) has its own badges.
